This Privacy Policy describes how QLink (formerly known as Bureaucracy Buffer, operated by Surjeet Halder, having its operational office in Noida, Gautam Buddha Nagar, Uttar Pradesh – 201301, India) collects, uses, stores, and protects your personal data and identity/academic documents when you use our mobile application and official website. This policy is drafted in strict compliance with the Information Technology Act, 2000 and the Digital Personal Data Protection (DPDP) Act, 2023 (India).

1. Information & Documents We Collect

Account & Contact Information: Full name, email address, mobile phone number, and city/state when you register or create a service request.
Service-Specific Paperwork & Proofs: Depending on the bureaucracy service you request (such as CBSE 10th/12th marksheet corrections, private candidate/compartment forms, board migrations, or Government ID updates), you may voluntarily upload copies of marksheets, certificates, Aadhaar card, PAN card, Voter ID, passport-size photographs, or sworn affidavits.
Chat & Application History: Plain-language descriptions of your issue, messages exchanged with your assigned QLink Bureaucracy Agent, and application tracking logs.

2. Purpose of Data Collection & Processing

We collect and process your data strictly for fulfilling the specific paperwork concierge request initiated and authorized by you:

Generating an accurate, customized document checklist and stamp-paper affidavit format.
Verifying details across your academic certificates and government ID proofs to prevent form rejection.
Drafting, filling, and submitting applications on official portals on your explicit authorization, and tracking status with regional offices.

3. Payment Processing & Security (Razorpay Compliance)

All online payments for QLink service fees are processed securely through Razorpay, a PCI-DSS Level 1 compliant payment gateway. QLink does not collect, store, or have access to your credit/debit card numbers, CVV, NetBanking credentials, or UPI PINs on our servers.

4. Document Storage, Retention & User Deletion Rights

Uploaded documents are encrypted in transit (TLS 1.3) and at rest. Your identity and academic documents are never sold, rented, or shared with any unauthorized third party or marketing agency. Once your service request is marked Completed, you may delete your uploaded documents immediately from the Documents tab in the QLink app, or email us at surjeethalder151@gmail.com for immediate permanent erasure.

Important Independent Concierge Disclaimer: QLink (formerly Bureaucracy Buffer) is an independent, private document consultancy, form-filling assistance, and bureaucracy concierge platform. QLink is NOT affiliated with, endorsed by, or operated by CBSE, UIDAI (Aadhaar), Income Tax Department / Protean (NSDL), Election Commission, or any central or state government authority.

1. Scope of Services

QLink provides personalized procedural guidance, customized document checklists, affidavit template drafting, pre-submission document verification, online form filling assistance, and status tracking for educational board applications (e.g., CBSE Private Candidate/Compartment forms, marksheet name/DOB corrections, migration/equivalency certificates) and government ID updates.

2. User Authorization & Document Authenticity

By creating a request on QLink, you explicitly authorize your assigned QLink Bureaucracy Agent to review your uploaded documents and assist in preparing/submitting your application based on the information provided by you.
You warrant that all documents, certificates, self-attested ID proofs, and affidavits uploaded by you are genuine, authentic, and lawfully belongs to you (or your minor ward). QLink strictly prohibits forged or altered documents and reserves the right to terminate any request involving suspected misrepresentation.

3. Separation of Concierge Fees & Statutory Government Fees

The prices displayed on QLink (₹199, ₹499, ₹999) represent QLink's professional concierge, document verification, and agent support fees. Any statutory examination fee, board correction fee, or government portal challan is charged strictly at actuals as prescribed by the respective board/authority, and an official government/board payment receipt is always provided to the user.

4. Final Authority Discretion & Governing Law

While QLink ensures 100% procedural accuracy in checklists and form preparation, final approval and turnaround times rest solely with the respective issuing authority (e.g., CBSE Regional Office, State Board, UIDAI, or NSDL). All disputes shall be subject to the exclusive jurisdiction of the courts in Gautam Buddha Nagar (Noida), Uttar Pradesh, India.

Refund & Cancellation Policy

At QLink, we strive to make every bureaucracy request smooth and transparent. Because our Bureaucracy Agents begin personalized checklist research and document verification shortly after a request is placed, our cancellation and refund eligibility is structured by clear service milestones:

Stage 1 • 100% Refund

Before Agent Verification

Full 100% refund if you cancel within 24 hours of payment and before your assigned Bureaucracy Agent has generated your custom checklist or audited your documents.

Stage 2 • 50% Refund

After Checklist & Audit

50% refund of the QLink concierge fee if our agent has already prepared your checklist, affidavit format, and verified your documents, but you decide not to proceed with final submission.

Stage 3 • Non-Refundable

Post Official Submission

Once your application has been officially submitted to the board/government portal or statutory government fees have been paid on your behalf, the concierge fee and statutory fee are non-refundable.

If our Bureaucracy Agent reviews your plain-language query and determines that your request cannot be legally or procedurally processed under current board/government rules, we will notify you immediately and issue a 100% full refund with zero deductions.

Refund Processing Timeline (Via Razorpay)

To request a cancellation or refund, click Cancel Request inside the QLink app or email surjeethalder151@gmail.com with your Application ID. Approved refunds are initiated within 24–48 hours via Razorpay and are automatically credited back to your original payment source (UPI, Bank Account, Credit/Debit Card, or Wallet) within 5 to 7 working days.
